Experience:
Formerly senior acquisition and procurement policy counsel, U.S. Senate Committee on Homeland Security and Government Affairs. Experienced legislative manager focused upon the development and implementation of policy and legislative reforms addressing the special challenges of expeditionary and contingency contracting and the acquisition workforce. Primary Senate committee liaison with the government contracts oversight community, including SIGIR, SIGAR, DCAA and the OIG’s. Prior positions include a senior policy position in the House involving China trade policy, as well as Director and Associate General Counsel positions with Dell, Raytheon and Martin Marietta. Frequent speaker on acquisition policy and author of a comprehensive legal treatise on government IT contracting practices, Contracting for Computer Systems Integration. Former staff counsel to Chief Judge Howard Markey of the Federal Circuit Court of Appeals.
