Professor Tiefer teaches government contracts, contracts and legislation.
U.S. House of Representatives:
General Counsel (Acting) 1993-1994;
Solicitor and Deputy General Counsel, 1984-1995.
Professor Tiefer was chief litigator for the House of Representatives and was a courtroom advocate in numerous major cases. He served in 1996 as deputy minority counsel of the U.S. House "Bosniagate" investigating sub-committee and in 1987 as the Special Deputy Chief Counsel for the House Iran-Contra Committee. Professor Tiefer has had extensive immersion in investigative processes on diverse issues, including oversight investigations of foreign affairs and government contracting.

Professor Tiefer has taught as a visiting lecturer at Yale Law School and for a decade as an adjunct professor at Georgetown University Law Center.

Author: Professor Tiefer wrote Government Contract Law: Cases and Materials (Carolina Academic Press 2d ed. 2004) (with William A. Shook). He is also the author of Congressional Practice and Procedure (Greenwood Press, 1989) (1000 page treatise), the only treatise on Congressional procedure, and The Semi-Sovereign Presidency (1994), a book on separation of powers. He has published articles on federal procurement, separation of powers, and international law in the Harvard Journal on Legislation, the Yale Journal on Regulation, the Stanford Journal of International Law, and numerous other law reviews, including The Iraq Debacle: The Rise and Fall of Procurement-Aided Unilateralism as a Paradigm of Foreign War, 29 U. Penn. J. Int’l. L. (2008); Congress's Transformative "Republican Revolution" in 2001-2006 And the Future of One-Party Rule, J. L. & Pol. of U. Professor Tiefer has also provided extensive testimony before the U.S. House of Representatives and Senate on federal procurement and personnel topics.
